Llano County: check city, county and lake-area responsibilities
Use this guide to organize a property-specific construction inquiry. Project fit, location, schedule and trade availability are reviewed before work is accepted. The community directory does not establish a branch office, promise availability or determine which agency has jurisdiction.
Start with the City of Llano for work inside city limits
The City of Llano Code Enforcement Department issues building and trade permits and arranges inspections of permitted work. Its examples include remodels, additions, structural changes and decks or patio covers. Describe the whole project, including associated electrical, plumbing or HVAC work, rather than asking only about its cosmetic finish.
Confirm the property's actual city boundary before applying that checklist to a rural Llano mailing address. A project outside the city is not automatically free of county, utility or other agency review.
Coordinate the driveway, structure location and county application
Llano County Development & 9-1-1 Addressing directs development applications to its iWorQ portal and provides floodplain and onsite-sewage resources. The county explains that addresses are assigned for structures or development projects, not simply vacant lots, and depend on driveway and structure locations.
Bring a parcel ID, survey or marked site plan, proposed use and utility information. Ask which development, addressing, septic or road-cut reviews apply before fixing the layout. The county notes that other agencies may also need to approve aspects of the project; one office's review is not a substitute for all approvals.
Near the Highland Lakes, identify the wastewater authority
LCRA's onsite sewage program regulates septic systems within its jurisdiction near the Highland Lakes. For a property around Kingsland or another lake-area site, do not assume the mailing community identifies the permitting authority. Use LCRA's water-quality jurisdiction map for initial screening and contact the agency when the boundary is unclear.
The map distinguishes septic jurisdiction from watershed-development coverage. Ask which program applies to the actual parcel and proposed disturbance. An existing system's presence does not establish that it can serve an addition or changed use; gather its records and request the appropriate review.
Assess drainage, ground conditions and construction access
Record observed runoff, slopes, low crossings, retaining structures and any previous flood damage. Locate the proposed building, driveway and utility routes on the same sketch. Ask the responsible floodplain office what assessment is needed before grading or rebuilding; map screening alone is not approval or a guarantee against flooding.
For rural deliveries, note gate width, turning space and wet-weather access. Foundation and excavation planning should use property-specific ground information, not an assumption that every Llano County site has identical rock or soil. Identify these unknowns before treating a preliminary budget as a fixed construction price.

Bring these details to a project discussion
- Address or parcel ID, survey, proposed structure and driveway locations.
- Project use, approximate dimensions, drawings and current photographs.
- Existing wastewater records, water supply and electrical connection information.
- Known drainage issues, delivery restrictions and relevant agency correspondence.
- Target timing, occupied-site constraints and unresolved design questions.
Llano County construction-planning questions
Can I obtain a county 9-1-1 address for a vacant lot alone?
The county's guidance ties addressing to structures or development projects, with driveway and structure locations informing the address. Ask Development Services how to begin the process for your proposed project.
Is a patio cover or structural remodel only cosmetic work?
Not necessarily. The City of Llano lists patio covers and structural changes among projects requiring permits. Confirm the scope with the city if the property is within its jurisdiction.
Does every Kingsland-area septic inquiry go to the county?
Do not assume that. LCRA regulates onsite sewage facilities within its lake-area jurisdiction. Check the actual property and ask the responsible authority before selecting an application route.
Does a wastewater permit settle floodplain or site-development review?
No. Treat wastewater, floodplain and any applicable watershed or city review as separate questions. Confirm the approvals required for the complete project before work begins.
