Comal County: coordinate building, septic and site-development review
Prepare a property-specific inquiry using the guidance below. Project fit, location, timing and trade availability are reviewed before acceptance. This directory does not establish a local branch office, guarantee availability or determine a parcel's jurisdiction.
Identify city limits before choosing the permit route
New Braunfels Building Safety processes construction permits and inspections within city limits. For a city project, describe structural changes, additions and associated trade work together. Confirm the jurisdiction rather than applying a city checklist to every New Braunfels mailing address.
For another municipality, ask that city's responsible office about the proposed scope. A Fischer mailing address or a county directory category should not replace a parcel-level jurisdiction check.
Unincorporated does not mean no review
Comal County's permit guide separates onsite sewage, floodplain, driveway/right-of-way, utilities and other project-dependent reviews. It identifies a Private Improvement within the Public Right-of-Way (PIPROW) permit for driveway installation or modification and other work in the public right-of-way.
Ask the County Engineer which applications apply to the actual road ownership and scope. Show proposed entrances, culverts and utility crossings on the site plan. The county guide also identifies possible requirements from municipalities, property-owner associations, utilities and other agencies; county approval should not be treated as blanket clearance.
Plan wastewater capacity and ground evaluation together
Comal County Environmental Health reviews onsite sewage designs and issues OSSF permits. Its guidance calls for approved plans and a permit before building, altering or extending a system, with a qualified site and soil evaluation.
Bring existing system records and proposed occupancy or use to the discussion. An addition or conversion can change the wastewater question even if an existing tank is present. Keep the proposed building footprint, wastewater area and utility routes on one drawing, and let the responsible designer evaluate suitability rather than assuming a neighboring system proves yours will work.
Check Edwards Aquifer requirements before clearing or construction
TCEQ's Edwards Aquifer stormwater guidance directs people planning construction, including acreage clearing, in recharge and contributing zones to contact the appropriate regional office. For Comal County, that is the San Antonio regional office. Determine whether the property and proposed activity fall under those requirements before scheduling disturbance.
This is not a claim that every Comal County parcel is in the same regulated zone. Ask for a property-specific determination and coordinate applicable state review with local permits. For drainage and excavation planning, record slopes, runoff paths, low crossings and known ground conditions; a general county description cannot replace a site assessment.
Find local service and nearby county guides
The current county directory links to Fischer. Continue there for its existing service pages, or view the construction services overview for broader scope information. Nearby county guides include Blanco and Kendall. The Texas hub connects the wider location directory.

Comal County construction-planning questions
Does being outside city limits remove all permit requirements?
No. Comal County lists several project-dependent permit categories for unincorporated areas. Confirm the applicable county and other agency reviews for the complete scope before work begins.
Should driveway changes be included in the first site plan?
Yes. The county identifies PIPROW review for driveway and other work within public right-of-way. Show the entrance and proposed changes, and confirm the responsible road authority and application route.
Can an existing septic system automatically serve a new addition?
No assumption should be made. Provide its records and the proposed change in use or occupancy to Environmental Health and the responsible designer so capacity, site conditions and required approvals can be reviewed.
Should Edwards Aquifer screening wait until after land clearing?
No. TCEQ includes acreage clearing in its construction guidance for recharge and contributing zones. Establish whether the requirements apply and contact the appropriate regional office before the proposed disturbance.
